It all comes down to the individuals. I have known some 14 year olds who were more adult and responsible than some 24 year olds.

Each case is different and should be judged accordingly. I don't think it is right to define ages that can or can not date. The laws are mainly in place to stop predatory behaviour.

Judge them as people, not just by their age. I recall seen a video where there a four friends in a parked car, one of them says that there's nothing wrong with a 18 yo dating a 13 yo and one of the friends in the back seat tells this guy that that's so wrong while the guy says that there's absolutely nothing wrong with that.
